Unknown to many, this humble Board Member of the 2nd District of Bataan, Hon. Jose C. Villapando Sr., or “Peping” as what his colleagues, family and close friends call him, is not an instant successful leader of the community. He worked hard, sacrificed a lot of important things, and spent tiring hours and sleepless nights to reach where he is right now. Hardwork, discipline and passion to serve people rolled into one— that’s the best way to describe Mr. Villapando.

This diligent man was born on Dec. 16, 1952 from Lipa City, Batangas. He moved to Batangas Dos, Mariveles, Bataan in the early days of February 1972 just before the Martial Law. He is married to Leticia Dimaculangan Carandang of Mariveles also, and blessed with five children namely Von Jole, Joel, Jose Jr., Johnel and Jocyl. He spent his elementary life at Bagong Pook Elementary School, while he studied high school at the Mabini Academy both from Lipa City, Batangas. Though he didn’t finish his college education, he earned units in BS Mechanical Engineering and Civil Engineering in Feati University at Quaipo, Manila.

In 1975, he started his career at Ford Stamping Plant (now popularly known as Authority of the Freeport Area of Bataan) in Mariveles. In his early years in the company, he served as the Knockdown Analyst under the Materials Department.

This 64 year-old yet young at heart public servant confessed that he spent numerous over time in his job to the extent that he took home office works just to finish everything on deadline. Years after, all his hardwork and perseverance was recognized when he was promoted as the Production Scheduler of the same department. He used up almost 10 years of his life working in this company from 1975-1984.

After working at Ford Stamping Plant at Bataan, he started his new career at BrokerAide Ltd. as Assistant General Manager in the year 1984 in Escolta, Manila. But after two years working in the company, he learned that he was appointed as a Councilor of the Sangguniang Bayan of Mariveles thru the DILG Secretary of that year 1986, Aquilino Pimentel Jr. According to him, they were already planning to settle down in Manila because of his job, but he sacrificed everything to be an effective and responsible community servant and leader. Their family stayed in Mariveles and from then on, he continued his political career.

Despite receiving a small amount of salary for being a town councilor, compared to his previous job, amounting only to 2,000 pesos, he still decided to run for the same position in the SB in the year 1992 and luckily won the position. He also worked at the same time as sales agent of cars and house and lot.

In 1997, he became the Brgy. Chairman of Batangas Dos, Mariveles and also the President of the Association of Barangay Chairman- Mariveles. He also became the President of the Provincial Federation Association of Barangay Chairman from the year 2007-2010. In the year 2013, he aimed to serve a wider range of Bataeṅos in need that’s why he decided to run as Board Member of the 2nd District of Bataan and won the position. He was then re-elected unopposed in the 2016 Elections.

Currently, BM Villapando chairs the committees of Transportation and Communication, Senior Citizens and the Cooperatives. Through his leadership, they already created a resolution on speed limit for the Bataan Highways, including Pablo Roman Highway, the Bataan section of the Jose Abad Santos Avenue (formerly Gapan-Olongapo Road) in Hermosa and Dinalupihan, and the J. J. Linao Highway, which targets to number down the accidents happening in the mentioned highways. Also, he vice-chairs eight committees including Education, Health, Energy, Trade, Commerce and Industry, Agriculture, Food and Fisheries, Human Rights, Justice and Legal Matters, Tourism, and Finance, Budget, Appropriations and Ways and Means.

What is most admirable with BM Villapando is that, since he assumed office in July 2013 as board member, he has a perfect attendance in flag ceremonies and sessions of the Provincial Capitol. This is just a simple deed of a public servant but, if you look at it, it is a proof how sincere he is and how committed he is in his work and responsibilities.
