Born in Brgy. Kaparangan in Orani but raised in Brgy. Cataning, Balanga City, this low-keyed, amiable public servant came a long way prior to becoming a member of the Sangguniang Panlalawigan of this province.
A certified Balangueño, he is a product of Cataning Elementary School and Tomas del Rosario Academy, before he pursued his Civil Engineering degree at the Feati University in Manila.
It is common knowledge that before he entered politics, he was and up until now, a businessman and manages the RZ Tigas Construction and Trading.
It was during inspection of one of his projects in Samal, when he was still with the DPWH, that he was captivated by a young lass, named Marilyn. Said captivation paved the way for him to become a true-blue Samaleño and produced four wonderful children, who are now all grown-ups and pursuing their respective careers. The eldest, Rolghie (married to Mary Con with two precocious daughters) is employed in PENELCO; Jackie who just recently tied the knot with Joel Tuazon, is with Perpetual Prime at the FAB; Grace is a public school teacher and Aica, the youngest, is with the Tourism Office. Incidentally, Marilyn, a social worker, is the head of the Provincial Social Welfare and Development Office.
In 2004, after much prodding, he was finally convinced by the late Cong. Antonino Roman to enter politics; he won as Municipal Mayor of Samal, serving two consecutive terms and the rest is history.
During the 2013 elections, he joined the political arena again, this time as Board Member of the first district of Bataan. Now on his second term, he chairs the Infrastructure and Housing and Land Utilization Committees. During his first term, as chairman of the Senior Citizens Committee, he pushed for the provision of an air-conditioned Geriatric Ward at the Bataan General Hospital, exclusively for senior citizens. He was also the brains behind the granting of burial assistance for all Bataeño senior citizens from the provincial fund.
Right now, Tigas is focused on matters that contribute to the betterment of the community and the people, which is in support of the vision of the province, that is the attainment of the highest human development index in the country.
A dedicated, generous and hardworking public servant, Tigas beams with pride when he said that he has never missed a single session since he first assumed his post to date.
Aware of the importance of staying physically fit, he sees to it that he plays tennis every morning, before he starts his busy day at the office while weekends are devoted to his growing family.
BM Tigas is undoubtedly a picture of a fulfilled and happy man which he attributes to his supportive wife and most importantly to the Lord, hence he sees to it that he gives back all honor and glory to Him. He devotes Sunday mornings to church with his family.
By and large, he says it is just a matter of time management coupled with faith in God, to maintain a healthy life-work balance.
