Mandate

Pursuant to SECTION 463, CHAPTER II RA 7160 The Local Government Code of 1991: (REPHRASED)

Formulate and carry out measures to ensure the delivery of cooperative development services ; develop plans and strategies for the integration of cooperative principles and methods in programs and projects and be at the frontline of cooperatives organization and rehabilitation or viability-enhancement, particularly during and in the aftermath of man-made and natural calamities and disasters.

Enterprise Development Division is mandated to promote and develop MSMEs by providing support programs and policies addressing specific needs in the areas of product development, market and financial access and entrepreneurial trainings and seminars in collaboration with other partner agencies.

Mission

To promote the sustainable development and inclusive growth of Cooperatives and MSMEs in the Province of Bataan

Vision

A state of governance that encourages the creation, development and growth of economically-competitive and socially-responsible Cooperatives and MSMEs as major economic pillars of the Province of Bataan.

Duties and Functions

The Local Cooperative Development Officer is responsible for the development of Cooperatives and shall:

  1. Formulate measures for the consideration of sanggunian, and provide technical assistance and support to the LCE carrying out measures to ensure the delivery of basic services and provision of facilities through the development of cooperatives and in providing access to such services and facilities;
  2. Develop plans and strategies and upon approval thereof by the LCE as the case may be and implement the same, particularly those which have to do with the integration of cooperative principles and methods in programs and projects which the LCE is empowered to implement and which the sanggunian is empowered to provide under the tithe LGC;
  3. In addition to the foregoing duties and functions the cooperative officer shall,
    1. Assist in the organization of cooperatives:
    2. Provide technical and other forms assistance to existing cooperatives to enhance their viability as an economic enterprise and social organization;
    3. Assist cooperatives in establishing linkages with government agencies and non-government organizations involved in the promotion and integration of the concept of cooperatives in the livelihood of the people and other community activities.
  4. Be at the frontline of cooperatives organization, rehabilitation or viability- enhancement, particularly during and in the aftermath of man-made and natural calamities and disasters, to aid in their survival and, if necessary subsequent rehabilitation.
  5. Recommend to the LCE, as the case may be, on all matters relative to cooperatives development and viability-enhancement which will improve the livelihood and quality of life of the inhabitants; and
  6. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

PROJECTS, PROGRAMS and SERVICES

  1. Facilitation of Mandatory Trainings for Registered Cooperatives
    In accordance with Article 44 of RA 9520, also known as the Philippine Cooperative Code of 2008, as well as Rule 7 of its Revised Implementing Rules and Regulations, and CDA Memorandum Circular 2015-19, registered cooperatives are obligated to undergo courses on Fundamentals of Cooperatives, Governance & Management for Cooperatives, and other specialized trainings if their savings program with members amounts to Php5 Million or more. These specialized trainings include topics such as Financial Management, Credit, and Risk Management. PCEDO facilitates the required training programs to ensure that cooperatives comply with regulations and operate effectively, equipping them with the knowledge and skills needed to provide value to their members.
  2. Cooperative Resiliency Program
    Through the cooperative resiliency program, the local economy is strengthened to become more resilient to disasters. To provide authorities with accurate and up-to-date information about the location and status of cooperatives during such events, PCEDO continuously conducts geo-tagging. This enables resources to be efficiently deployed and help cooperatives to recover more quickly. Overall, the program contributes to building a disaster-resilient local economy.
  3. Recognition of Most Outstanding Cooperatives (Galing! Bataan Awards)
    The GALING! BATAAN AWARDS (GBA) program aims to recognize and honor the outstanding performance of cooperatives, MSMEs, and corporate citizens that have made significant contributions to the efficient, inclusive, and sustainable economic growth of Bataan. The program celebrates the quality, ingenuity, craftsmanship, expertise, and overall excellence of Bataan’s products, services, and people, highlighting their exemplary performance as local economic players.
  4. Strengthening Network and Linkages
    Strengthening networks and linkages among cooperatives, government, and non-government sectors involves developing and maintaining relationships among these different entities to promote cooperation, collaboration, and mutual support. The goal is to create a supportive ecosystem that can help cooperatives to thrive, achieve their objectives, and better serve their members. This involves sharing of knowledge and resources, joint initiatives and programs, and coordinated efforts to address common challenges and issues during cooperative council meetings in the municipal and provincial levels.
  5. Cooperative Data Analytics (Databanking and Geotagging)
    PCEDO, in collaboration with other government agencies, is a key player in promoting the growth and development of cooperatives within the local government unit. A crucial aspect of PCEDO’s role is to establish and maintain a comprehensive database for cooperatives that is accurate, reliable, organized, and up-to-date. This database serves as a guide for monitoring the sector’s development and provides useful references for planners, business research, and decision-making. The information collected and maintained by PCEDO supports evidence-based decision-making and helps to ensure the effective planning and implementation of programs and policies that support the sustainable growth of cooperatives.
  6. Assistance to Cooperatives with PRDP Funded Projects
    This includes ensuring that cooperatives meet the necessary requirements and comply with regulations related to PRDP-funded projects. Additionally, PCEDO provides capacity-building trainings and other forms of support to strengthen the cooperatives’ ability to manage and sustain the projects. The goal is to ensure that PRDP-funded projects are effectively implemented and contribute to the sustainable growth and development of the cooperatives and their communities.
  7. Assistance to Transport Cooperative in their compliance to PUV Modernization Program
    This includes support in the form of information dissemination and education about the program’s requirements, guidelines, and deadlines. Additionally, PCEDO assists transport cooperatives in identifying and accessing financial and technical resources to facilitate compliance. This may involve providing guidance on loan applications, connecting transport cooperatives with financing institutions, and facilitating access to training and technical assistance related to vehicle modernization. The goal is to ensure that transport cooperatives are able to comply with the PUV Modernization Program and upgrade their fleets to safer, more efficient, and more environmentally-friendly vehicles. This will help to improve the quality of public transportation services and contribute to the sustainable development of the transport sector.
  8. Cooperative Promotion and Advocacy
    PCEDO Bataan undertakes the task of planning and coordinating events that promote and advocate for cooperatives and their values. An example of this is the Provincial Coop Month Celebration, which offers cooperatives a platform to showcase the talents and skills of their members. The celebration also includes the Galing Bataan Awards, which recognizes exceptional performance by cooperatives in the province during the Cooperative Month in October.
  1. Facilitation of access to Markets (Trade Fairs)
    Provides essential support to micro, small, and medium enterprises (MSMEs) through the organization of trade fairs and the coordination with potential markets for Galing! Bataan products. Such initiatives aim to facilitate the promotion and showcase of products by starting businesses, enabling them to reach a broader audience and expand their market presence.
  2. Webinars/ Seminars/Online Trainings for MSMEs
    Offers webinars and seminars for MSMEs, providing them with valuable insights and resources on business-related topics. This helps promote a vibrant and sustainable business ecosystem, driving economic progress and empowering local communities.
  3. Recognition of Most Outstanding MSMEs (Galing! Bataan Awards)
    The GALING! BATAAN AWARDS (GBA) is a program conceptualized and designed to give due recognition to cooperatives, MSMEs and corporate citizens that displayed exemplary performance as local economic players and significantly contributed to the efficient, inclusive and sustainable economic growth of Bataan. GBA acknowledges the quality, ingenuity, craftsmanship, expertise and excellence of the products, services and the people of Bataan.
  4. 1Bataan Handicraft Industry Ecosystem
    The 1Bataan Handicraft Industry Ecosystem is a community shared manufacturing program that produces small batch handcrafted products where industrial processes are shared, improved, and taught to communities in Bataan. It empowers communities with onsite capacity building that helps communities create their own manufacturing system that is adaptive to their own people and resources. The program believes in the power of grassroot organization that is supported and assisted by the government to develop EQUITABLE, INCLUSIVE and RESILIENT artisan communities.
  5. Galing! Bataan Brand Development Program
    The Galing Bataan Brand Development Program is an initiative that aims to promote and strengthen local businesses in the province of Bataan. The program provides support to micro, small, and medium enterprises (MSMEs) by assisting them in developing their brand identity, enhancing product quality and packaging, and improving their marketability
  6. MSME Resiliency Program
    To create a more disaster-resilient local economy by providing authorities with accurate and up-to-date information about the location and status of MSMEs in the event of a disaster, PCEDO conducts continuous geo tagging. This helps to ensure that resources are deployed effectively and that MSMEs are able to recover as quickly as possible.
  7. 1Bataan Smart Business Directory
    The project features a comprehensive directory of registered and accredited businesses that provides convenience of access to products and services, real time news and latest events through a mobile phone. This undertaking is expected to bring an up-to-date breakthrough in business marketing and promotion. It aims to offer new milestone in bringing our products and services within reach of target market beneficiaries.
  8. Market Facilitation / Galing! Bataan Marketplace
    The Galing! Bataan Marketplace is the Province of Bataan’s sourcing hub for products, services, and tourism, right at the country’s capital. Located at 4Ecom Center in Pasay, Philippines, the marketplace boast a myriad of 21+ Bataan Products to represent the best of the province. These products range from Bataan’s famous Cashew Nuts, Araro, Tinapa to the province’s crafts like Capiz, Weaving, and Model Making. Bataan’s best export products are also featured by the Freeport Area of Bataan.

    The Marketplace is also where culture and community merge with the crafts. Tourism information and other Bataan services can be accessed inside the Marketplace via the 1Bataan Directory App. A quick tour around the marketplace will give you a sense of what is Bataan – a province rich in history and is beaming with modern possibilities today.
  9. Implementation of Paleng-QR Ph to 12 Public Market of the Province
    The Paleng-QR Ph program, jointly developed by the Bangko Sentral ng Pilipinas (BSP) and the Department of the Interior and Local Government (DILG), aims to build the digital payments ecosystem in the country by promoting cashless payments in public markets and local transportation, particularly tricycles.

    Through Bisita Bayan, we are on our way in the implementation of this program here in the Province of Bataan. The promotion of digital payments in markets using QR codes is one of our governor’s top priorities since buying things from the public market is part of the normal Bataeño’s daily payment routine. By being able to pay market purchases through cashless transactions, the public will realize the convenience and benefits of using digital financial services. This initiative is expected to build a cash-lite ecosystem within the province.
  10. MSME Data Analytics (Databanking of List of Business Establishments)
    PCEDO in partnership with other government agencies, is at the forefront of growth and development in the local government unit as far as Micro, Small and Medium Enterprises (MSMEs) are concerned. Part of PCEDO’s mandate is to establish and maintain an accurate and reliable database for MSMEs and keep it organized and updated. This information not only serves as guide to monitor the development of the sector but a useful reference for planners, business research and sound basis for decision making.
  11. MSME’s Promotion and Advocacy
    As part of the PCEDO’s MSME promotion and advocacy efforts, various social media platforms were being utilized to promote micro, small, and medium enterprises (MSMEs) in Bataan. One such initiative is the “Marketing Monday” campaign, which features accredited Galing! Bataan MSMEs and their products on the Galing! Bataan Facebook page every Monday. PCEDO also conducts product photoshoots to improve the marketing materials of these MSMEs, which are then posted on the Facebook page as part of the campaign.
