Pursuing the advocacies that he championed as Mayor of Balanga City in the Province of Bataan and as Representative of the 2nd District of Bataan, Governor Garcia focuses on delivering quality education, providing health care services, and creating opportunities for economic development among his constituents.
Through his astute and strong leadership as Mayor of Balanga City for three consecutive terms (2007 to 2016), Balanga City earned three Hall of Fame Awards – Red Orchid for 100% Tobacco Free Environment (2013), Best Barangay Justice System (2012), and Most Business Friendly LGU (2011). During the same period, Balanga City also received the 2013 Outstanding Health Lifestyle Advocacy Award and the 2012 National Literacy Award. His passion for genuine and untainted public service earned him the Civil Service Commission Presidential Lingkod Bayan Award in 2012.
During his two (2) terms in Congress, he sponsored RA 11020, establishing the Balanga City National Science High School; RA 11036, establishing a National Mental Health policy; RA 11107, upgrading the Bataan Provincial Hospital into the Bataan General Hospital and Medical Center; RA 11190, creating the Bataan High School for the Arts; RA 11453, strengthening the powers and functions of the Authority of the Freeport Area of Bataan (AFAB); RA 11288, expanding and upgrading the Mariveles Mental Hospital; RA 11315, instituting a Community-Based Monitoring System (CBMS); RA 11292, institutionalizing the Seal of Good Local Governance, RA 11659 or the Public Service Act, RA 11337 or the Innovative Startup Act, among others.
In his first 100 days as the father of the Province, he pushed for numerous projects namely – data-based programs and services through the Matatag na Pamilyang Bataeño Ordinance, healthy constituents especially students with the launching of Healthy School Settings in public schools, and health promotion initiatives such as Hataw Takbo Bataan, JumpTok Bataan, and Healthy Lunch Program.
He also gives all-out support for the pilot implementation of Universal Health Care (UHC) Law in the province. Moreover, Bataan is the only province where all RHUs and district hospitals are PhilHealth Konsulta accredited. He also started the Fiber to Home Project, giving free internet access to education sites and systems. Digital economy is being pushed among public stores, transport sector, and government services to further promote ease of doing business in the Province. Infrastructure projects such as the renovation of Bataan People’s Center, Bataan Harbor City, Bataan-Cavite Interlink Bridge, and 1Bataan Village Township Projects are some of the developments we all look forward to.
The honorable Jose Enrique Garcia III holds a Bachelor of Arts in General Humanities degree with specialization in Political Economy from the University of Asia and the Pacific. The second son of the late Bataan Governor and 2nd District Representative Enrique “Tet” Garcia, Jr., Gov. Joet as he is fondly called, is married to Maria Isabel F. Garcia. They have three sons – Diego Enrique, Paolo Jose, and Nicolo Javier.

Our website implements the ARIA attributes (Accessible Rich Internet Applications) technique, alongside various different behavioral changes, to ensure blind users visiting with screen-readers are able to read, comprehend, and enjoy the website’s functions. As soon as a user with a screen-reader enters your site, they immediately receive a prompt to enter the Screen-Reader Profile so they can browse and operate your site effectively. Here’s how our website covers some of the most important screen-reader requirements, alongside console screenshots of code examples:
Screen-reader optimization: we run a background process that learns the website’s components from top to bottom, to ensure ongoing compliance even when updating the website. In this process, we provide screen-readers with meaningful data using the ARIA set of attributes. For example, we provide accurate form labels; descriptions for actionable icons (social media icons, search icons, cart icons, etc.); validation guidance for form inputs; element roles such as buttons, menus, modal dialogues (popups), and others. Additionally, the background process scans all the website’s images and provides an accurate and meaningful image-object-recognition-based description as an ALT (alternate text) tag for images that are not described. It will also extract texts that are embedded within the image, using an OCR (optical character recognition) technology. To turn on screen-reader adjustments at any time, users need only to press the Alt+1 keyboard combination. Screen-reader users also get automatic announcements to turn the Screen-reader mode on as soon as they enter the website.
These adjustments are compatible with all popular screen readers, including JAWS and NVDA.
Keyboard navigation optimization: The background process also adjusts the website’s HTML, and adds various behaviors using JavaScript code to make the website operable by the keyboard. This includes the ability to navigate the website using the Tab and Shift+Tab keys, operate dropdowns with the arrow keys, close them with Esc, trigger buttons and links using the Enter key, navigate between radio and checkbox elements using the arrow keys, and fill them in with the Spacebar or Enter key.Additionally, keyboard users will find quick-navigation and content-skip menus, available at any time by clicking Alt+1, or as the first elements of the site while navigating with the keyboard. The background process also handles triggered popups by moving the keyboard focus towards them as soon as they appear, and not allow the focus drift outside it.
Users can also use shortcuts such as “M” (menus), “H” (headings), “F” (forms), “B” (buttons), and “G” (graphics) to jump to specific elements.
We aim to support the widest array of browsers and assistive technologies as possible, so our users can choose the best fitting tools for them, with as few limitations as possible.
