Drones prohibited near jail facilities

Drones flying 100 meters from jail facilities shall be prohibited in Dinalupihan, so as not to compromise the safety and security of persons deprived of liberty (PDL) or the prisoners. The Sangguniang Bayan of Dinalupihan recently passed a municipal ordinance prohibiting drone known as unmanned aerial vehicle (UAV). The UAV is an aircraft without a human pilot aboard. It is a component of unmanned aircraft system which includes a ground-based controller and a communication system.

Sangguniang Bayan Member Elizalde Torno who authored the ordinance cited that drones could be used in transporting illegal drugs, deadly weapons and other contrabands, as well as in the surveillance of jail facilities. He said the remotely piloted aircraft system (RPAS) or drones by their nature can be used also as a tool for gathering information via recording or photographs. “There is now a growing trend in the use of drones and its area of application is getting wider,” Torno explained in the ordinance. Violators of this ordinance shall be meted the penalty of: first offense, P1,500; second, P2,000, and third, P2,500 or imprisonment of three to six months.
